Controlled Substances - Research Approval

Obtaining Approval to Use Controlled Substances in Research

Drug Enforcement Administration (DEA) approval, involving DEA registration, State of Utah Licensing, and an FBI clearance and background check, is required. For DEA registration, go to http://www.deadiversion.usdoj.gov. Select “New Applications for Registration” from the right hand menu. This links to forms that must be completed for registration, a link to the Code of Federal Regulations, and a special permission form which verifies that as an educational institution, the University is exempt from fees.

Secondly, obtain a license from the State of Utah Department of Commerce, Division of Occupational and Professional Licensing. Their phone number is 530-6628 and the website is http://www.utah.gov. The state licensing process involves a test as described on this web site. The site also provides study materials to prepare for the test. The test has been described as “harder than a driver's license, but easier than a realtor's exam”.

Once approved, licensees are required to use a drug safe or a special locked drawer in addition to other security and recordkeeping measures. Unannounced periodic audits are conducted by the State.
